Wednesday, November 24, 1999
The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 3:40 p.m. this day, in Room 237-C, Centre Block, the Chair, Sue Barnes, presiding.
Members of the Committee present: Claude Bachand, Sue Barnes, Ray Bonin, John Finlay, Ghislain Fournier, David Iftody, Nancy Karetak-Lindell, Derrek Konrad, John O'Reilly, Mike Scott, Guy St-Julien.
Acting Member present: Svend Robinson for Louise Hardy.
In attendance: From the Library of Parliament: Mary Hurley; Tonina Simeone, Research Officers.
Witnesses: From the Assembly of First Nations: Chief Phil Fontaine, National Chief; Jack London, Legal Counsel. As an individual: Dr. Billy Diamond, Former Chief, Waskaganish Nation. From the Congress of Aboriginal Peoples: Frank Palmater, Vice-President.
Pursuant to its Order of Reference of Monday, November 1st, 1999, the Committee resumed consideration of Bill C-9, An Act to give effect to the Nisga'a Final Agreement (See Minutes of Proceedings, Wednesday, November 3, 1999, Meeting No. 3).
The Committee resumed consideration of Clause 2.
Chief Phil Fontaine, Billy Diamond and Frank Palmater each made an opening statement and answered questions.
At 5:42 p.m., the Committee adjourned to the call of the Chair.
