MINUTES OF PROCEEDINGS

Meeting No. 23

Wednesday, May 13, 1998.

The Standing Committee on Transport met at 3:30 o’clock p.m., this day, in Room 705, La Promenade Building, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Roy Bailey, Murray Calder, Bill Casey, Roy Cullen, Bev Desjarlais, Joe Fontana, Ivan Grose, Michel Guimond, Stan Keyes, Lee Morrison.

Acting Members present: Ivan Grose for John Cannis; Guy Saint-Julien for Claude Drouin.

In attendance: From the Research Branch of the Library of Parliament: John Christopher and Dan Shaw, Research Officers.

Appearing: The Honourable David Collenette, Minister.

Witnesses: Department of Transport: Margaret Bloodworth, Deputy Minister; Louis Ranger, Assistant Deputy Minister, Policy; Ron Jackson, Assistant Deputy Minister, Safety and Security; Ronald Sully, Assistant Deputy Minister, Programs and Divestiture; Jim Lynes, Director General, Financial Services.

The Committee commenced consideration of the Main Estimates 1998-99: Vote 15 under Privy Council; Votes 1, 5, 10, 15, 20, 25, 30 and 35 and Transport.

The Minister made an opening statement and, with the witnesses, answered questions.

Lee Morrison moved,--That Vote 30 in the amount of $17,568,000, under the heading Canadian Transportation Agency, in the Main Estimates for the fiscal year ending March 31, 1999, be reduced by $1,756,800 (less $4,392,000 voted in interim supply).

After debate, the question being put on the motion it was, by show of hands, negatived.

Lee Morrison moved,--That, Vote 10 in the amount of $347,289,000 under the heading Transport - Grants and Contributions, in the Main Estimates for the fiscal year ending March 31, 1999 be reduced by $188,000 (less $86,822,250 voted in interim supply).

After debate, by unanimous consent, the motion was withdrawn.

Lee Morrison moved,--That, Vote 1 in the amount of $88,753,000 under the heading Transport - Operating Expenditures, in the Main Estimates for the fiscal year ending March 31, 1999 be reduced by $17,750,600 (less $22,288,250 voted in interim supply).

After debate, the question being put on the motion it was, by show of hands, negatived.

On motion of Lee Morrison, it was agreed--That, this Committee invite, as the Transport Minister suggested in his response to a question in the House on May 8, that the Lynx Consortium, proposing an $11 billion project to build a high speed train in the Toronto-Quebec City Corridor.

At 5:35 o’clock p.m., the Committee adjourned to the call of the Chair.
