TUESDAY, OCTOBER 21, 1997
The Standing Committee on Transport met at 3:30 o’clock p.m., this day, in Room 371, West Block, the Chair, Ray Bonin, presiding.
Members of the Committee present: Roy Bailey, Ray Bonin, Gerry Byrne, Murray Calder, John Cannis, Bill Casey, Roy Cullen, Bev Desjarlais, Claude Drouin, Michel Guimond, Stan Keyes, Inky Mark, Paul Mercier, Lee Morrison and Carolyn Parrish.
Other Member present: Joe Fontana.
In attendance: From the Research Branch of the Library of Parliament: John Christopher and Dan Shaw, Research Officers.
Appearing: The Honourable David Collenette, Minister of Transport.
Witnesses: From the Department of Transport: Margaret Bloodworth, Deputy Minister; Louis Ranger, Assistant Deputy Minister, Policy.
In accordance with Standing Order 108(2), the Committee proceeded to study the subject matter of Bill C-9, An Act for making the system of Canadian ports competitive, efficient and commercially oriented, providing for the establishing of port authorities and the divesting of certain harbours and ports, for the commercialization of the St. Lawrence Seaway and ferry services and other matters related to maritime trade and transport and amending the Pilotage Act and amending and repealing other Acts as a consequence.
The Minister made an opening statement and, with the witnesses, answered questions.
At 5:00 o’clock p.m., the Committee proceeded to sit in camera to discuss future business.
It was agreed, - That the Clerk circulate to all members of the Committee Order in Council appointments referred to the Standing Committee on Transport.
It was agreed, - That a list of members’ requests with respect to future business be kept by the Clerk’s office.
It was agreed, - That the questioning of witnesses be as follows: Chair’s welcome, 1 minute; Witness presentation, 10 minutes; Government, 15 minutes; Reform, 10 minutes; Bloc, 8 minutes; PC, 5 minutes; NDP, 5 minutes; and Chair’s thank you, 1 minute.
It was agreed, - That the schedule of meetings be as follows:
Tuesday, October 28: Briefing Session on Bill C-9 (the Canada Marine Act) with Department Officials.
Tuesday, November 4: Informal meeting. Progress report on possible amendments to Bill C-9.
Tuesday, November 18: Clause by Clause Consideration of Bill C-9.
At 6:15. o’clock p.m., the Committee adjourned to the call of the Chair.
