Wednesday, May 12, 1999

The Sub-Committee on Tax Equity for Canadian Families with Dependent Children of the Standing Committee on Finance met at 9:09 a.m. this day, in Admiral's Ballroom, Radisson Plaza Admiral Hotel, Toronto, the Chair, Nick Discepola, presiding.

Members of the Sub-Committee present: Serge Cardin, Nick Discepola, Michelle Dockrill, Paul Forseth, Karen Redman and Paul Szabo.

Acting Member present: Jim Jones for John Herron.

In attendance: From the Library of Parliament: Julie Cusson, Analyst.

Witnesses: As Individual: Jim Davies, Professor and Chair, Department of Economics, University of Western Ontario; David Duff, Professor, Faculty of Law, University of Toronto. From the Child Poverty Action Group: Christa Freiler, Program Director; Michael Flanaghan, Parent. From the Children's and Youth Action Committee: Olivia Chow, Councillor, Greater Toronto Area, Children's Advocate; Deirdre O'Sullivan, Parent. From the Ontario Coalition for Better Child Care Network: Kerry McCuaig, Executive Director; Dawn Archambault, Parent; Molly Ladd-Taylor, Parent. Pursuant to the motion adopted by the Standing Committee on Finance, dated March 17, 1999, the Sub-Committee resumed its study on Tax Fairness for Canadian Families with Dependent Children.

Jim Davies from the University of Western Ontario and David Duff from the University of Toronto made opening statements and answered questions.

Christa Freiler from the Child Poverty Action Group, Olivia Child from the Children’s and Youth Action Committee and Kerry McCuaid from the Ontario Coalition for Better Child Care Network made opening statements and, with the other witnesses from these organizations, answered questions.

Jake Zwart from the Ontario Christian Home Educators Connection made an opening statement and answered questions.

Finn Poschmann from the C.D. Howe Institute and Colin Hughes and Dr. Brigitte Kitchen from Campaign 2000 made opening statements and answered questions.

At 11:55 a.m., Paul Forseth took the Chair.

At 11:58 a.m., the Chair took the Chair.

At 12:14 p.m., the Committee adjourned to the call of the Chair.
