MINUTES OF PROCEEDINGS
(Meeting No. 4)

Thursday, November 6, 1997


The Sub-Committee on International Trade, Trade Disputes and Investment met at 3:43 o’clock p.m., this day, in room 308, West Block, the Chair, Bob Speller, presiding.

Members of the Committee present: William Blaikie, Robert Nault, Julian Reed and Benoît Sauvageau, Bob Speller.

Acting members present: Aileen Carroll for Sarmite Bulte, George Baker for Raymonde Folco, Rey Pagtakhan for Julian Reed and Gary Lunn for Charlie Penson.

In attendance: From the Research Branch of the Library of Parliament: Gerald Schmitz and Daniel Shaw, Research Officers; Dr. Christopher Maule, Consultant.

Witnesses: From the Canadian Labour Congress: Bob White, President; Andrew Jackson, Assistant Director, Senior Economist; From the Canadian Council for International Business; Bob Keyes, Senior Vice-President (International) Canadian Chamber of Commerce; Douglas Gregory, Senior Advisor, International Trade and Investment, IBM Canada Limited; Milos Barutciski, Partner, Davies, Ward and Beck; David Hecnar.

Pursuant to its Order of Reference from the Standing Committee on Foreign Affairs and International Trade (See Minutes of October 23, 1997 – Meeting No. 4), the Sub-Committee resumed it’s study of the Multilateral Agreement on Investment.

Bob White, Bob Keyes and David Hecnar made opening statements and, with Douglas Gregory, Andrew Jackson and Milos Barutciski, answered questions.

At 17:38 o’clock p.m., the Sub-Committee adjourned to the call of the Chair.
