The Sub-Committee on International Trade, Trade Disputes and Investment met at

3:22 o’clock p.m., this day, in Room 308 West Block, the Chair, Bob Speller, presiding.

Members of the Committee present: William Blaikie, Scott Brison, Sarmite Bulte, Robert Nault, Charlie Penson, Julian Reed, Benoît Sauvageau, Bob Speller.

Other Members present: John Reynolds, Randy White

In attendance: From the Research Branch of the Library of Parliament: Daniel Shaw and Gerald Schmitz, Research Officer, Dr. Christopher Maule, Consultant.

Witnesses: From the Consumers Association of Canada: Marnie McCall, Executive Director; From the Citizens for Public Justice: Harry Kits, Executive Director, Andrew Brouwer, Communications Director; From Simon Fraser University: Marjorie Griffin-Cohen, Chair, Canadian Centre for Policy Alternative-B.C.; From the Fraser Institute: Owen Lippert; From the British Columbia Legislature: Gordon Wilson, MLA, From International Environmental Law and Policy: Howard Mann, From the Government of British Columbia: Ian Waddell, MLA; Noel Schacter, Director, International Branch, Ministry of Employment and Investment.

Pursuant to its Order of Reference from the Standing Committee on Foreign Affairs and International Trade (See Minutes of October 23, 1997 – Meeting No. 4), the Sub-Committee resumed its study of the Multilateral Agreement on Investment.

The witnesses made opening statements and answered questions.

At 6:02 o’clock p.m., the Sub-Committee adjourned to the call of the Chair.
