MINUTES OF PROCEEDINGS (Meeting No. 1) Thursday, October 30, 1997 The Sub-Committee on International Trade, Trade Disputes and Investment met at 9:12 o’clock a.m., this day, in room 306, West Block, for the purpose of electing a Chair pursuant to Standing Order 106(1). Members of the Committee present: William Blaikie, Scott Brison, Sarmite Bulte, Raymonde Folco, Robert Nault, Charlie Penson, Julian Reed, Benoît Sauvageau, Bob Speller. In attendance: From the Research Branch of the Library of Parliament: Daniel Shaw, Peter Berg and Gerald Schmitz, Research Officers. The Clerk of the Sub-Committee presided over the election of the Chair. On motion of Julian Reed, it was agreed, - That Bob Speller do take the Chair of this Sub-Committee. The Chair referred to the motion of the Standing Committee on Foreign Affairs and International Trade of Thursday, October 23, 1997 concerning a study on the Multilateral Agreement on Investment (MAI). On the matter of witnesses to appear before the Sub-Committee, it was agreed, - That as many witnesses be called as is possible and that the Chair be permitted to group witnesses as deemed necessary. On motion of Sarmite Bulte, it was agreed, - That the Sub-Committee engage the services of Christopher J. Maule as a research advisor to assist the Sub-Committee in its study of the Multilateral Agreement oas Investment (MAI); - that the period of the contract be from November 3 to December 12, 1997; - that the contract not exceed $15,000 based on a rate of $600 per day; and that the Chair report to the Sub-Committee on Agenda and Procedure requesting the authorization of the Standing Committee on Foreign Affairs and International Development. It was agreed, - That the Sub-Committee also seek funds in the amount of $10,000 for possible witness travel expenses in relation to its study of the MAI. At 9:44 o’clock a.m., the Sub-Committee adjourned to the call of the Chair. |
