MINUTES OF PROCEEDINGS

Meeting No. 8

Tuesday, May 11, 1999

The Sub-Committee on Children & Youth at Risk of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 3:33 p.m. this day, in Room 536, Wellington Building, the Chair, John Godfrey, presiding.

Members of the Sub-Committee present: Libby Davies, Christiane Gagnon, John Godfrey, Ovid Jackson, Eric Lowther, Maria Minna and Diane St-Jacques.

Other Members present: Carolyn Bennett, Paul Crete, Reed Elley and Pauline Picard.

In attendance: From the Library of Parliament: Sandra Harder, Researcher.

Appearing: The Hon. Pierre Pettigrew, Minister of Human Resources Development; The Honourable Allan Rock, Minister of Health; The Hon. Ethel Blondin-Andrew, Secretary of State (Children and Youth).

Witnesses: From the Human Resources Development Canada: Margaret Biggs, Associate Executive Head, Strategic Policy. From the Health Canada: Brian Ward, Acting Director General, Population Health Directorate, Health Promotion and Programs Branch; Phyllis Colvin, Director, Health Policy Division, Policy & Consultation Branch.

Pursuant to Standing Order 108 (2) the Sub-Committee resumed its study relating to issues regarding the future of children and youth in Canada.

The Hon Pierre Pettigrew and the Hon. Allan Rock made opening statements and with the other witnesses answered questions.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
