MINUTES OF PROCEEDING
(Meeting No. 7)

THURSDAY, OCTOBER 30, 1997

The Standing Committee on National Defence and Veterans Affairs met at 3:33 o’clock p.m., this day, in room 371, West Block, the Chair, Robert Bertrand, presiding.

Members of the Committee present: Leon Benoit, Robert Bertrand, Art Hanger, Judi Longfield, Pat O’Brien, John O’Reilly, David Pratt, Dick Proctor, George Proud and Pierrette Venne.

Acting Members present: John Maloney for John Richardson; Ian Murray for Bob Wood; and Rick Borotsik for David Price.

In attendance: From the Research Branch of the Library of Parliament
: Wolf Koerner and Michel Rossignol, Research Officers.

Witnesses: From the Department of National Defence and Veterans Affairs: General J.M.G. Baril, Chief of the Defence.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of a Review of the Social and Economic Challenges Facing Members of the Canadian Forces.

On motion of Art Hanger, it was agreed, - That the routine motion, adopted on Thursday, October 9, 1997, for rounds of questioinning, be rescinded.

On motion of Art Hanger, it was agreed, - That the Committee adopt the following rotation for questionning of witnesses:

Reform - 10 minutes
B.Q. - 10 minutes
Liberal - 10 minutes
N.D.P. - 10 minutes
P.C. - 10 minutes
Reform - 5 minutes
Liberal - 5 minutes
From Opposition Party to Liberal Party for the remainder of time.

On motion of Art Hanger, it was agreed, - That when witnesses cannot be available for a full period of questionning, the Chair divide the time between all parties on a pro rata basis.

The witness made an opening statement and answered questions.

At 5:15 o’clock p.m., the Committee adjourned to the call of the Chair.
