MINUTES OF PROCEEDING
(Meeting No. 32)

TUESDAY, MARCH 10, 1998

The Standing Committee on National Defence and Veterans Affairs met at 3:37 o’clock p.m., this day, in Room 308, West Block, the Chair, Robert Bertrand, presiding.

Members of the Committee present: Leon Benoit, Robert Bertrand, Hec Clouthier, Art Hanger, Judi Longfield, John O’Reilly, David Pratt, David Price, Dick Proctor, George Proud, John Richardson, Pierrette Venne and Bob Wood.

Acting Members present: Bill Graham for Pat O’Brien

In attendance: From the Research Branch of the Library of Parliament
: Wolf Koerner and Michel Rossignol, Research Officers.

Witnesses: From the Federation of Military and United Services Institutes of Canada: Major-General Clive Addy (retired), National Chairman. From the Department of National Defence: Lieutenant-General D. Kinsman, Assistant Deputy Minister (Personnel).


Pursuant to Standing Order 108(2), the Committee resumed consideration of a Review of the Social and Economic Challenges Facing Members of the Canadian Forces – Social Contract.

Major-General Clive Addy (retired) made an opening statement and answered questions.

The Chair presented the Second Report of the Sub-Committee on Agenda and Procedure, read as follows:

Your Sub-Committee met on Monday, March 9, 1998, and agreed to make the following recommendations:

  1. That the Committee accept the invitation by the Board of the Perley Hospital for an on site visit in Ottawa.
  2. That the Committee travel to Bosnia and Germany in May 1998.
  3. That the Defence Committee request the Defence Minister and the Veterans Affairs Minister before the Committee to address the issue of the estimates on or before May 14, 1998.

After debate, the Second Report of the Sub-Committee on Agenda and Procedure was adopted.

Art Hanger moved, - That the Committee undertake to review the procurement process and contract tendering relating to the search and rescue helicopter for the Canadian Armed Forces and report to the House prior to the 1998 summer recess.

After debate, the question being put on the motion, it was negatived on the following recorded vote:

YEAS: Leon Benoît, Art Hanger, Pierrette Venne, Dick Proctor -- (4).

NAYS: Hec Clouthier, Judi Longfield, John O’Reilly, David Pratt, George Proud, John Richardson, Bob Wood -- (7).

 

 

Lieutenant-General D. Kinsman made an opening statement and answered questions.


At 5:40 p.m., the Committee adjourned to the call of the Chair.
