MINUTES OF PROCEEDING
(Meeting No. 13)

THURSDAY, NOVEMBER 27, 1997

The Standing Committee on National Defence and Veterans Affairs met at 3:30 o’clock p.m., this day, in room 209, West Block, the Chair, Robert Bertrand, presiding.

Members of the Committee present: Leon Benoit, Robert Bertrand, Hec Clouthier, Art Hanger, John O’Reilly, David Pratt, David Price, John Richardson, Pierrette Venne.

Acting Members present: Joe Jordan for Judi Longfield; and Claude Drouin for Bob Wood.

In attendance: From the Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

Witnesses: From the Department of National Defence: Vice-Admiral G.R. Maddison, Chief of the Maritime Staff; Commodore G. Davidson, Director General, Naval Personnel; and Chief Petty Officer T. Meloche, Command Chief Petty Officer.

Pursuant to Standing Order 108(2), the Committee resumed consideration of a Review of the Social and Economic Challenges Facing Members of the Canadian Forces.

David Price moved, - That the Committee invite the 3 Somalia Commissioners to appear before this Committee to speak on Chapter 44 of the Somalia Report, "The Need for a Vigilant Parliament".

After debate, the motion was negatived on a recorded vote:
YEAS: Leon E. Benoît, Art Hanger, Pierrette Venne, David Price -- (4);
NAYS: Hec Clouthier, Joe Jordan, John O’Reilly, David Pratt, John Richardson, Claude Drouin – (6).

Vice-Admiral G.R. Maddison made an opening statement and, with the other witnesses, answered questions.

At 5:10 o’clock p.m., the Committee adjourned to the call of the Chair.
