MINUTES OF PROCEEDINGS

Tuesday, DECEMBER 9, 1997

 

The Standing Committee on Justice and Human Rights met at 11:07 a.m. this day, in Room 371, West Block, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Shaughnessy Cohen, Paul DeVillers, Nick Discepola, Paul E. Forseth, Derek Lee, Peter G. MacKay, John Maloney, Richard Marceau and Andrew Telegdi.

Acting Members present: John McKay for Gurbax Malhi, Howard Hilstrom for Jack Ramsay.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst. From the Committees and Legislative Services Directorate: Suzanne Verville, Legislative Clerk.

Witnesses: From the Royal Canadian Mounted Police: Assistant Commissioner David Cleveland, Director, Human Resources; Pierrette Boyer, I/C Benefits Policy Unit,

National Compensation Policy Centre; Hélène Gosselin, lawyer; Brent Murkley, Pension Analyst. From the Association of Members of the Royal Canadian Mounted Police: Staff Sgt. Gaétan Delisle, President. From the Canadian Police Association: Dale Kinnear, Work Analyst.

The Order of Reference dated Monday, November 3, 1997, being read as follows :

ORDERED, -- That Bill C-12, An Act to amend the Royal Canadian Mounted Police Superannuation Act, be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

David Cleveland made a statement and, with Pierrette Boyer, answered questions.

At 11:50 a.m., the sitting was suspended.

At 11:52 a.m., the sitting resumed.

Gaétan Delisle and Dale Kinnear made a presentation.

At12:12 p.m., the sitting was suspended.

At12:53, the sitting resumed.

The Committee commenced the Clause by Clause consideration of the Bill.

Clauses 1 to 4 inclusive carried.

The Title carried.

The Bill carried.

ORDERED, - That the Chair report the Bill to the House as Fifth Report of the Committee.

At 12:56 p.m., the Committee adjourned to the call of the Chair.
