MINUTES OF PROCEEDINGS

Meeting No. 107

Thursday, December 3, 1998

The Standing Committee on Justice and Human Rights met in camera at 9:43 a.m. this day, in Room 308, West Block, the Chair, Shaughnessy Cohen, presiding.

Member(s) of the Committee present: Reg Alcock, Eleni Bakopanos, Michel Bellehumeur, Chuck Cadman, Shaughnessy Cohen, Paul DeVillers, Derek Lee, Peter MacKay, John Maloney and Jacques Saada.

Acting Member present: Dick Harris for Jim Abbott.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher and Philip Rosen, Senior Analyst.

Witness(es):From the Department of Justice: Hal Pruden, Counsel, Criminal Law Policy Section; From the Royal Canadian Mounted Police: Brian T. Hodgson, Chief Scientist - Alcohol, Forensic Laboratory Services Directorate - Central Forensic Laboratory.

The Committee proceeded to consider its future business.

John Maloney moved, -- That the budgets for travel by the Sub-Committee on Corrections and Conditional Release Act to Joliette, Laval and Montreal during the week of February 1st, 1999 and to Abbottsford, Vancouver and Edmonton during the week of February 15, 1999, be approved as submitted and that the Chair seek authorization for travel from the House.

After debate, the motion was agreed to on division.

It was agreed, -- That the operational budget of the Sub-Committee on Corrections and Conditional Release Act in the amount of $36,000.00 for the fiscal year 98-99 be approved.

It was agreed, -- That the staff submit a suggested witness list on Bills C-284 and C-251 for the Committee's approval when the House reconvenes in February 1999.

At 11:05 a.m., the sitting was suspended.

At 11:53 a.m., the sitting resumed.

Pursuant to its Order of Reference dated Thursday, October 30, 1997, review of the Criminal Code impaired driving provisions.

The witnesses proceeded to brief the Committee on Criminal Code impaired driving provisions and answered questions.


At 1:30 p.m., the Committee adjourned to the call of the Chair.
