The Standing Committee on Justice and Human Rights met at 9:07 a.m. this day, in Room 371, West Block, the Chair, Shaughnessy Cohen, presiding.
Member(s) of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Chuck Cadman, Shaughnessy Cohen, Paul DeVillers, Ivan Grose, Derek Lee, Peter MacKay, John Maloney, Peter Mancini, John McKay, John Reynolds and Jacques Saada.
Acting Member present: Jim Gouk for Jim Abbott.
Other Member present: Dan McTeague.
In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.
Witness(es): Eric Lowther, MP, Calgary-Centre; Albina Guarnieri, MP, Mississauga East; Gérard Chipeur, Counsel, Fraser, Milner, Barristers and Solicitors.
The Order of Reference dated Tuesday, October 6, 1998, being read as follows:
ORDERED, -- That Bill C-284, An Act to amend the Criminal Records Act and the Canadian Human Rights Act (offences against children) be now read a second time and referred to the Standing Committee on Justice and Human Rights.
The Chair called Clause 1.
Eric Lowther made a statement and answered questions.
At 10:09 a.m., the sitting was suspended.
At 10:10 a.m., the sitting resumed.
The Order of Reference dated Thursday, October 22, 1998, being read as follows:
ORDERED, --That Bill C-251, An Act to amend the Criminal Code and the Corrections and Conditional Release Act (cumulative sentences) be now read a second time and referred to the Standing Committee on Justice and Human Rights.
The Chair called Clause 1.
By unanimous consent, -- It was agreed that Gérard Chipeur be allowed to testify.
Albina Guarnieri made an opening statement and, with Gérard Chipeur answered questions.
