THURSDAY, DECEMBER 4, 1997
The Standing Committee on Human Resources and the Status of Persons with Disabilities met at 9:14 o’clock a.m., this day, in room 371, West Block, the Chair, Reg Alcock, presiding.
Members of the Committee present: Reg Alcock, Rob Anders, Claudette Bradshaw, Dale Johnston, Carolyn Bennett, Nick Discepola, Brenda Chamberlain, Robert Nault and Stéphan Tremblay.
Acting Members present: Madeleine Dalphond-Guiral for Stéphan Tremlay until 11:10 o’clock a.m.
In attendance: From the Research Branch of the Library of Parliament: William Young, Research Officer.
Associate Member present: Wendy Lill, at 11:10 a.m. Madeleine Dalphond-Guiral.
Witnesses: From the Caledon Institute of Social Policy: Sherri Torjman. From the Canadian Association for Community Living: Diane Richler. From the Canadian Centre on Disabilities Studies: Henry Ems, Executive Director. From the Canadian Council on Rehabilitation and Work: Joan Westland. From the Council of Canadians with Disabilities: Laurie Beachell, National Coordinator. From the Department of Human Resources Development: Stephen Loyd, Director, Office of Learning Technology. From Canadian National Institute for the Blind (CNIB): Angelo Nikias, National Director, Government Relations, International Liaison.
Pursuant to its Order of Reference, the Committee resumed a series of briefings on the department assigned to it. Today’s session being on disability issues. (See Minutes of Proceedings, Tuesday, October 28, 1997, Meeting No. 4).
The witnesses participating in the Roundtable made presentations and answered questions.
Carolyn Bennett moved --That the Standing Committee on Human Resources Development and the Status of Persons with Disabilities request the Attorney General of Saskatchewan to appeal the Latimer sentence and that the Committee advise the Federal Attorney General that the Committee is opposed to any separate legislation on whatever would be, whether it’s mercy killing or murder with compassion or on compassionate grounds.
RULING BY THE CHAIR
Carolyn Bennett’s motion may not be moved at the present time because the Committee has not received, pursuant to their rules, 24 hours notice. Since the Committee has refused consent to waive the 24 hours notice, the motion may not be moved.
At 11:59 o’clock a.m., the Committee adjourned to the call of the Chair.
