Meeting No. 87

Tuesday, June 8, 1999

The Standing Committee on Health met at 9:12 a.m. this day, in Room 371, West Block, the Chair, Joseph Volpe, presiding.

Members of the Committee present: Elinor Caplan, Ovid Jackson, Maria Minna, Robert D. Nault, Bernard Patry, Pauline Picard, Karen Redman, Maurice Vellacott, Judy Wasylycia-Leis.

In attendance: From the Library of Parliament: Nancy Miller Chenier; Sonya Norris, Research Officers; From Committees and Legislative Services: Richard Dupuis.

Witnesses: From the "Université du Québec à Montréal": Dr. Louise Vandelac, Professor. From the Canadian Fertility Andrology Society: Dr. Arthur Leader, President. From the Procrea BioSciences Inc.: Dr. Pierre Miron, President. From the University of British Columbia: Dr. Patricia Baird, Former Chair, Royal Commission on New Reproductive Technologies. From The Evangelical Fellowship of Canada: Beth Hiemstra, Researcher; Bruce Clemenger, Director of National Affairs. From Health Canada: Phyllis Colvin, Director, Health Policy Division, Policy and Consultation Branch; From the Department of Justice: Glen Rivard, Senior Legal Counsel.

Pursuant to the Order of Reference of March 8, 1999, the Committee resumed reconsideration of Clause 1 of Bill C-247, An Act to amend the Criminal Code (genetic manipulation)

Dr. Arthur Leader, Dr. Patricia Baird, Beth Hiemstra, Bruce Clemenger, Dr. Pierre Miron, Dr. Louise Vandelac and Phyllis Colvin each made statements and, with Glenn Rivard, answered questions.

At 11:34 a.m., the sitting was suspended.

At 11:39 a.m., the sitting resumed.

Elinor Caplan moved, -- That this Committee report that it recommends that Bill C-247 be not further proceeded with at this time seeing that comprehensive integrated legislation is being prepared by the Department for introduction in the Fall.

After debate, the question being put on the motion it was, be a show of hands, agreed to.

ORDERED, -- That the Chair table this Report in the House as the 7th Report of the Committee.

At 11:51 a.m., the Committee adjourned to the call of the Chair.
