The Standing Committee on Health met in a televised session at 9:04 a.m. this day, in Room 253-D, Centre Block, the Chair, Joseph Volpe, presiding.

Member(s) of the Committee present: Elinor Caplan, Reed Elley, Ovid Jackson, Maria Minna, Bernard Patry, Pauline Picard, Karen Redman, Rose-Marie Ur, Maurice Vellacott.

Acting Member(s) present: John Connis for Robert Nault, Lynn Myers for Dan McTeague, Keith Martin for Grant Hill.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Witness(es): As Individual: Madeleine Murphy; Lina Cyr; James McLaren; Bert Hoferichter; Tina Colson-Burke; Murray & David Sklar; Larry & Denise Evans; Ron Thompson.

Pursuant to Standing Order 108 (2), the Committee resumed consideration of its study on the State of Organ and Tissue Donation in Canada. (See Minutes of Proceedings dated Tuesday, December 1, 1998).

Madeleine Murphy, Lina Cyr, James McLaren and Bert Hoferichter each made statements and answered questions.

At 10:05 a.m., the sitting was suspended.

At 10:14 a.m., the sitting resumed.

Tina Colson-Burke, Larry Evans, Denise Evans, Ron Thompson, Murray Sklar and David Sklar each made statements and answered questions.

At 11h20, the sitting was suspended.

At 11h30, the sitting resumed.

Lynn Myers moved, -- That the Committee proceed in camera.

After debate, the question being put on the motion, it was agreed to by a show of hands on the following division:

Notice having been given, pursuant to the Order of the Committee of October 8, 1998, the motion, - That the Standing Committee on Health include the four points of Motion 222 into the terms of their study on organ donation,

was negatived.

Notice having been given, pursuant to the Order of the Committee of October 8, 1998, the motion, - That the Standing Committee on Health recommend to the Minister of Health that a bill, with the appropriate Royal Recommendation, be introduced in the House of Commons that would:

    1. Incorporate the Canadian Tobacco Manufacturers Community Responsibility Foundation, a non-profit corporation established for the tobacco industry and publicly accountable, whose mandate is to reduce the use of tobacco products by young persons in Canada;
    2. Impose a tax on tobacco manufacturers in order to provide the Foundation with the necessary funds to carry out its objectives and activities;
    3. Provide replacement funding for a period of five years to arts, culture and sports groups incurring a decrease in tobacco sponsorship as a result of the Tobacco Act;
    4. Provide assistance for a period of five years to tobacco growers incurring a decrease in revenue arising out of a permanent reduction of their tobacco production following the enactment of that Act.
