MINUTES OF PROCEEDINGS

Meeting No. 58

Tuesday, December 1st, 1998

The Standing Committee on Health met at 9:00 a.m. this day, in Room 701, La Promenade Building, the Chair, Reed Elley, presiding.

Member(s) of the Committee present: Elinor Caplan, Reed Elley, Ovid Jackson, Maria Minna, Robert D. Nault, Joe Volpe, Judy Wasylycia-Leis.

Acting Member(s) present: Lynn Myers for Denis Paradis, John Maloney for Dan McTeague, Keith Martin for Dr. Grant Hill, Shaughnessy Cohen for Aileen Carroll.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Pursuant to an Order of Reference from the House of Commons of October 28, 1998, consideration of the Report of the President of the Medical Research Council of Canada for the fiscal year ending March 31, 1998.

Witness(es):From the Medical Research Council of Canada: Dr. Henry Friesen, President; Mark Bisby, Programs Director; Guy D'Aloisio, Director of Finance and Administration; Marc LePage, Business Development Director; Dr. Howard Dickson, Scholar-in-Residence; From the Children's Hospital of Eastern Ontario: Dr. Alex MacKenzie, Pediatrician and Head of Molecular Genetics Laboratory.

Dr. Henry Friesen, made a statement and with the other witnesses, answered questions.

At 10:18 a.m. the sitting was suspended.

At 10:31 a.m. the sitting resumed with the Chairman, Joseph Volpe, taking the Chair.

It was agreed, -- That the motion to allow the Chair to hold meetings to receive evidence when a quorum is not present be amended to read "provided that at least four members are present, including a member of the opposition".

It was agreed, -- That the Committee adopt the terms of reference suggested by the Minister of Health for the Committees study on organ donation and that this study be the first priority of the Committee.

It was agreed, -- That the Committee issue a press release informing the public that the Committee will be undertaking a study on the state of organ and tissue donation in Canada.

ORDERED, -- That the Committee Research Officers begin to compile research on the Canadian Health Care System in comparison.

ORDERED, -- That the Committee Research Officers begin to compile research on aboriginal health.

At 12:00 noon, the Committee adjourned to the call of the Chair.
