Meeting No. 55

Thursday, November 19, 1998

The Standing Committee on Health met at 9:20 a.m. this day, in Room 371, West Block, the Chair, Joseph Volpe, presiding.

Member(s) of the Committee present: Reed Elley, Ovid Jackson, Maria Minna, Robert D. Nault, Pauline Picard, Maurice Vellacott, Judy Wasylycia-Leis.

Acting Member(s) present: Paul DeVillers for Denis Paradis, Ivan Grose for Aileen Carroll, Lynn Myers for Elinor Caplan.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

From Committees and Legislatives Services: Richard Dupuis, Legislative Clerk.

Witness(es):From the House of Commons: Pauline Picard, Member of Parliament; From the Department of Justice: Glenn Rivard, Senior Legal Counsel; From Health Canada: Phillis Colvin, Director, Health Policy; Francine Manseau, Senior Policy Analyst, Health Policy Division.

The Order of Reference dated May 25, 1998, being read as follows:

ORDERED -- That Bill C-247, An Act to amend the Criminal Code (genetic manipulation) be now read a second time and referred to the Standing Committee on Health.

The Chair called Clause 1.

Pauline Picard made a statement and answered questions.

Phillis Colvin made a statement and, with the other witnesses from Health Canada and the Department of Justice, answered questions.

Pauline Picard moved, -- That Bill C-247, in Clause 1, be amended by replacing line 7 on page 1 with the following:

"(a) manipulate a human cell, zygote or embryo"

After debate, the question being put on the amendment, it was agreed to.

Clause 1, as amended, carried.

The title carried.

The Bill, as amended, carried.

ORDERED -- That the Chair report C-247, with amendment, to the House as the Fourth Report of the Committee.

At 10:35 a.m., the Committee adjourned to the call of the Chair.
