MINUTES OF PROCEEDING
(Meeting No6)

Thursday, October 30, 1997

The Standing Committee on Fisheries and Oceans met at 9:05 o’clock a.m., this day, in room 701, La Promenade, the Chair, George Baker, presiding.

Members of the Committee present:George Baker, John Duncan, Charles Hubbard, Nancy Karetak-Lindell, M. Sophia Leung, Gary Lunn, Bill Matthews, Paul Steckle.

In attendance: From the Research Branch of the Library of Parliament: Claude Emery and Alan Nixon, Research Officers.

Witnesses: Herman Carter, Vice-President,Newfoundland Fishermen and Alllied Union Workers; Capt. Wilfred Bartlett, Fisheries Spokeperson for Green Bay. Marcel O’Brien,
Chairman, Fisheries Community; Kevin Squires, Secretary, Local Fishermen’s Group;
Jeff Brownstein, President, Local 6 of the Maritime Fishermen’s Union.

Pursuant to Standing Order 108(2), consideration of the Atlantic Groundfish Strategy (TAGS) relating to Chapter 16 of the Report of the Auditor General of Canada, October 1997. (See Minutes of Proceedings dated Tuesday, October 21, 1997).

By Videoteleconference, from Gander, Nfld.: Captain Wilfred Bartlett made an opening statement and answered questions.

At 9:56 o’clock a.m., the sitting was suspended.

At 10:10 o’clock a.m., the Committee resumed.

By Videoteleconference, from St.John’s, Nfld.: Marcel O’Brien made an opening statement and answered questions.

The Chairman presented the First Report of the Sub-Committee on Agenda and Procedure which is as follows:

- That the Standing Committee on Fisheries and Oceans request an Order of Reference to travel to Newfoundland, Quebec, New-Brunswick, Nova-Scotia during the week of November 23rd and that the said Committee be composed of 2 Reform members, 1 Bloc Québécois member, 1 N.D.P. member, 1 P. C. member and 5 Liberals members and the necessary staff to accompany the Committee.

On motion of Paul Steckle, it was agreed, - That the First Report of the Sub-Committee on Agenda and Procedure was concurred.

On motion of Paul Steckle, it was agreed, - That the Standing Committee on Fisheries and Oceans request an Order of Reference to travel to Newfoundland, Quebec, New-Brunswick, Nova-Scotia during the week of November 23rd and that the said Committee be composed of 2 Reform members, 1 Bloc Québécois member, 1 N.D.P. member, 1 P. C. member and 5 Liberals members and the necessary staff to accompany the Committee.

At 10:50 o’clock a.m., the Committee was suspended.

At 11:05 o’clock a.m., the Committee resumed.

From Sydney, Jeff Brownstein and Kevin Squires both made opening statements and answered questions.

At 12:00 o’clock p.m., the Committee adjourned to the call of the Chair.
