MINUTES OF PROCEEDING
Meeting No. 1

Tuesday, October 7, 1997

The Standing Committee on Fisheries and Oceans met at 11:05 o’clock a.m., this day, in Room 371, West Block, for the purpose of electing a Chair and two Vice-Chairs, pursuant to Standing Orders 106(1) and (2).

Members of the Committee present: George Baker, Yvan Bernier, John Duncan, Wayne Easter, Charles Hubbard, Gar Knutson, Sophia Leung, Nancy Karetak-Lindell, Gary Lunn, Bill Matthews, Lawrence O'Brien, Carmen Provenzano, Yves Rocheleau, Paul Steckle and Peter Stoffer.

Acting Members present: Dick Harris for Reed Elley.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon and Claude Emery, Research Officers.

The Clerk of the Committee presided over the election of a Chair.

Wayne Easter moved - That, George Baker be elected Chair of the Committee. It was agreed to on the following recorded division.

Accordingly, George Baker was declared duly elected Chair of the Committee and took the Chair.

On motion of John Duncan, it was agreed, - That, Gary Lunn be elected opposition Vice-Chair of the Committee.

On motion of Gar Knutson, it was agreed, - That, Charles Hubbard, be elected government Vice-Chair of the Committee.

Paul Steckle moved, - That, the Chair, the two Vice-Chairs, the Parliamentary Secretary and one Member from the Bloc Quebecois, New Democratic Party, and the Progressive Conservative do compose the sub-committee on Agenda and Procedure. After debate, thereon, it was agreed to.

Paul Steckle moved, - That, the Chair be authorized to hold meetings in order to receive evidence when a quorum is not present, providing that at least 3 members, including both Government and opposition be present, with the provision that, in the case of the absence of either Government or opposition members, the chair be authorized to call the meeting to order no sooner than 15 minutes after the time indicated on the notice as long as 3 members are present. After debate, theron, it was agreed to.

John Duncan moved - That, in relation to speaking rotation and times, that it shall be left to the discretion of the Chair. After debate, thereon, it was agreed to.

On motion of Gar Knutson, it was agreed, - That, the Committee retain the services of one or more Research Officers from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chairman.

On motion of John Duncan, it was agreed, - That, whenever Order in Council appointments are referred to this committee, the Clerk shall obtain and circulate to each Member of the committee a copy of said appointments.

On motion of John Duncan, it was agreed, - That, at the discretion of the Chairman, reasonable travelling expenses, as per the regulations established by the Board of Internal Economy be paid to witnesses invited to appear before the Committee, and that payment of these expenses be limited to two (2) representatives per organization.

At 12:05 o'clock p.m., the Committee adjourned to the Call of the Chair.
