MINUTES OF PROCEEDINGS

(Meeting No. 18)

THURSDAY, MARCH 26, 1998

The Standing Committee on Citizenship and Immigration met at 11:10 o’clock a.m., this day, in Room 362, East Block, the Chair, Stan Dromisky, presiding.

Members of the Committee present: Jean Augustine, Norman Doyle, Stan Dromisky, Raymonde Folco, Jocelyne Girard-Bujold, Grant McNally, Maria Minna and Jacques Saada.

Acting Members present: Ivan Grose for Steve Mahoney and Val Meredith for John Reynolds.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From the Immigration and Refugee Board: Anna Terrana, Convention Determination Division (Vancouver). From the Inter-clinic Immigration Working Group: Alex Neve, Member; Arif Virani, Member. From the Canadian Bar Association, British Columbia Branch, Immigration Section,: Badiako Buahene, Secretary, Refugee Committee; Brenda Muliner, Coordinator, Immigration Duty Counsel.

Pursuant to Standing Orders 110(1) and 111, the Committee proceeded to an examination of the Order in Council Appointment P.C. 1998-36.

Anna Terrana answered questions.

Pursuant to Standing Order 108(2), the Committee resumed consideration of Recommendation 155 of the Report of the Legislative Review Advisory Group entitled "Not just Numbers: A Canadian Framework for Future Immigration", particularly issues relating to removal and detention. (See Minutes of Proceedings of Wednesday, February 18, 1998, Meeting No. 10.)

The witnesses made opening statements and answered questions.

At 12:45 o’clock a.m., the Committee adjourned to the call of the Chair.
