WEDNESDAY, NOVEMBER 5, 1997)

The Standing Committee on Agriculture and Agri-Food met at 3:35 o’clock p.m., this day, in Room 209, West Block, the Chair, Joe McGuire, presiding.

Members of the Committee present: Hélène Alarie, Leon E. Benoit, Paul Bonwick, Rick Borotsik, Gerry Byrne, Murray Calder, Jean-Guy Chrétien, John Harvard, Jake E. Hoeppner, Larry McCormick, Joe McGuire, Dick Proctor, Paul Steckle and Rose-Marie Ur.

Acting Members present: Wayne Easter for Denis Coderre; Garry Breitkreuz for Jay Hill.

In attendance: From the Committees and Legislative Services Directorate: Charles Bellemare, Legislative Clerk. From the Parliamentary Research Branch of the Library of Parliament: Sonya Dakers, Research Coordinator and Jean-Denis Fréchette, Economist.

Appearing: Gerry Byrne, Parliamentary Secretary to the Minister of Natural Resources and Minister Responsible for the Canadian Wheat Board.

Witness: From the Department of Agriculture and Agri-Food: Howard Migie, Director General, Adaptation & Grain Policy Directorate, Policy Branch.

The Committee resume consideration of Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts. (See Minutes of Proceeding and Evidence of Meeting No. 2, dated Tuesday, October 21, 1997)

The Chairman called Clause 1.

After debate, the question being put on Clause 1, it was carried.

On Clause 2

After debate, the question being put on Clause 2, it was carried on the following recorded division:

Dick Proctor moved, - That Clause 3 be amended by replacing line 6 on page 3 with the following:

"including a chairperson."

After debate, the question being put on the amendment, it was negatived on the following division: YEAS: 7; NAYS: 8.

Jean-Guy Chrétien moved, - That Clause 3 be amended by replacing lines 7 to 9, on page 3, with the following:

"3.02(1) Two directors are appointed by the Governor in Council on the recommendation of the Minister. Twelve directors are elected in"

And debate arising thereon;

Garry Breitkreuz moved, - That the Committee do adjourn.

And the question being put on the motion, it was agreed to on the following division: YEAS, 8; NAYS: 6.

During the course of the meeting, the witness answered questions.

At 4:20 o’clock p.m., the Committee adjourned until 9:00 o'clock a.m. Thursday, November 6, 1997.
