The Standing Committee on Procedure and House Affairs met in a televised session at 11:06 a.m. this day, in Room 237-C, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Harold Albrecht for Tom Lukiwski, Meili Faille for Pauline Picard, David J. McGuinty for Hon. Dominic LeBlanc and Pierre A. Paquette for Michel Guimond.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Sebastian Spano, Analyst.

 

Witnesses: Office of the Chief Electoral Officer: Marc Mayrand, Chief Electoral Officer. Elections Canada: Diane R. Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel; Rennie Molnar, Associate Deputy Chief Electoral Officer, Electoral Events; Mr. Stéphane Perrault, Senior General Counsel and Senior Director, Legal Services Directorate. New Democratic Party: Éric Hébert-Daly, Federal Secretary. Liberal Party of Canada: Harry Mortimer, Director, Regulatory Compliance and Reporting.

 
Pursuant to the Order of Reference of Thursday, November 1, 2007, the Committee commenced consideration of Bill C-16, An Act to amend the Canada Elections Act (expanded voting opportunities) and to make a consequential amendment to the Referendum Act.
 

The witnesses made statements and answered questions.
