Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Marcil (Mirabel), seconded by Ms. Pauzé (Repentigny), Bill C-420, An Act to amend the Canada Labour Code, the Official Languages Act and the Canada Business Corporations Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Beaulieu (La Pointe-de-l'Île), seconded by Ms. Pauzé (Repentigny), Bill C-421, An Act to amend the Citizenship Act (adequate knowledge of French in Quebec), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Whalen (St. John's East), seconded by Mr. Lamoureux (Winnipeg North), moved for leave to introduce a bill entitled "An Act to amend the Public Servants Disclosure Protection Act (broader criteria)".

Government Orders

Mr. Morneau (Minister of Finance), seconded by Mr. Champagne (Minister of Infrastructure and Communities), moved, — That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Mr. Poilievre (Carleton), seconded by Mr. Sorenson (Battle River—Crowfoot), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures, since the Bill fails to address the fact that deficits are three times what the Prime Minister promised, that the Department of Finance admits that the budget will not be balanced until 2045, and that the average income tax bill for middle-class families has increased by $800, not including new carbon taxes and payroll tax hikes.”.
