In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas, Monique Hébert, Bill Murray, Research Officers. Witnesses: From the Canadian Institute for Environmental Law & Policy: Mark Winfield, Director of Research. From the Canadian Environmental Law Association: Paul Muldoon, Counsel. From the "Centre quebecois du droit de l’environnement": Marc Beauchemin, President. From the West Coast Environmental Law Association: Stephen Shrybmen, Executive Director. Pursuant to Standing Order 108(2), the Committee resumed it’s study of the harmonization initiative of the Canadian Council of Ministers of the Environment. (See Minutes of Proceedings, dated Monday, October 20, 1997, Meeting no. 2) The witnesses made opening statements and answered questions. At 11:30 o’clock a.m., the Committee adjourned to the call of the Chair.
