The Standing Committee on Human Rights and the Status of Persons with Disabilities met at 11:01 o'clock a.m. this day, in Room 307, West Block for the purpose of electing a Chair and two Vice-Chairs, pursuant to Standing Orders 106(1) and 106(2).
Members of the Committee present: Warren Allmand, Sarkis Assadourian, Maurice Bernier, Sheila Finestone, Sharon Hayes, Réal Ménard and Andy Scott.
Acting Members present: Roseanne Skoke for Russell MacLellan; Nick Discepola for Jean Augustine; Marlene Catterall for Warren Allmand; Chuck Strahl for Deborah Grey.
In attendance: From the Research Branch of the Library of Parliament: Susan Alter, Nancy Holmes and Bill Young, Research Officers.
The Clerk of the Committee presided over the election of a Chair.
On motion of John Godfrey it was agreed,--That Sheila Finestone be elected Chair of the Committee.
Accordingly, Sheila Finestone was declared duly elected Chair of the Committee and took the Chair.
On motion of Nick Discepola, it was agreed,--That Andy Scott be elected Vice-Chair of the Committee.
Réal Ménard moved,--That Maurice Bernier be elected Vice-Chair of the Committee.
Chuck Strahl proposed to move,--That Sharon Hayes be elected Vice-Chair of the Committee.
It was agreed,--That Maurice Bernier be elected Vice-Chair of the Committee on the following recorded division:

It was agreed,--That two background meetings be scheduled to provide an overview of the impact of new technologies on privacy rights;

--That Mark Rotenberg and Simon Davies be invited to appear, either in person or by videoteleconference at the second background meeting.
It was agreed,--That the Committee televise its hearings on new technologies and privacy rights.
Notice was given of the following motion:
--That the Standing Committee on Human Rights and the Status of Persons with Disabilities strike a sub-committee with the mandate to look into the recognition of same-sex partners in the public service and all other related issues. The sub-committee would report back to the Committee no later than June 23, 1997.

It was agreed,--That, during the course of its study on new technologies and privacy rights, the Standing Committee on Human Rights and the Status of Persons with Disabilities be authorized to broadcast its proceedings from rooms other than Room 253-D in the Centre Block, and that the Committee be authorized to broadcast either nationally, over the CPAC network, or on a regional basis, as the Committee may deem it appropriate.
It was agreed,--That the Committee invite representatives from the Solicitor General or the Justice Department to give an update on current legislation relating to audio technologies such as bugging and eavesdropping.
It was agreed,--That the Committee invite Bruce Phillips to comment on the various study topics that were circulated by the research staff.

At 11:57 o'clock a.m., by unanimous consent, the Committee proceeded to sit in camera.
It was agreed,--That the proposed budget of $43,020 for the study of New Technologies and Privacy Rights be adopted and that the Chair present it to the Budget Sub-Committee of the Liaison Committee.
It was agreed,--That as part of its study of New Technologies and Privacy Rights, the Committee seek permission for six Members to travel to Vancouver, Calgary, Toronto, Montreal and Fredericton, during the week of February 10-14, 1997, for the purpose of holding televised hearings, that the necessary staff accompany the Committee, that the proposed travel budget of $135,857.80 be approved and that the Chair present it to the Budget Sub-Committee of the Liaison Committee.
It was agreed,--That as part of its planned cross-country hearings on New Technologies and Privacy Rights, the Committee hire one or more consultants to deal with witness identification and recruitment and media relations and that a budget of $29,950.00 be adopted for this purpose and that the Chair present the budget to the Budget Sub-Committee of the Liaison Committee.
It was agreed,--That documents for the use of the Committee and its members be purchased from time to time, at the discretion of the Chair.

It was agreed,--That the deadline for applications for the 1997 Centennial Flame Research Award be March 31, 1997 and that the amount of the award for 1997 be $2,500.
It was agreed,--That a press release be issued inviting candidates for the 1997 Centennial Flame Research Award, and that the press release be posted on the Committee's Internet site.
