In accordance with its Order of Reference of Monday, December 4, 1995, your Committee has considered Bill C-110, An Act respecting constitutional amendments, and has agreed to report it without amendment.
A copy of the relevant Minutes of Proceedings (Issue No. 115, which includes this report) is tabled.

The Standing Committee on Justice and Legal Affairs has the honour to present its
THIRTEENTH REPORT
In accordance with its Order of Reference of Monday, October 23, 1995, your Committee has considered Bill C-106, An Act respecting the Law Commission of Canada and has agreed to report it with amendments.
Clause 3
Strike out line 19, at page 2, and substitute the following therefor:
``will ensure a just legal system that meets the changing needs of Canadian''
Clause 7
Strike out lines 11 and 12, at page 4, and substitute the following therefor:
``nomic and cultural diversity of Canada, represent various disciplines and reflect knowledge of the common law and civil law systems.''
Clause 17
Strike out lines 17 to 20, at page 6, and substitute the following therefor:
``17. The Commissioners are deemed to be''
Clause 18
Strike out line 29, at page 6, and substitute the following therefor:
``less than twelve or more than twenty-four members appointed by''
Add, immediately after line 32, at page 6, the following:
``(1.1) In appointing persons as members of the Council, the Commission shall not restrict consideration to members of the legal community.
(1.2) As a group, the members of the Council should be broadly representative of the socio-economic and cultural diversity of Canada, represent various disciplines and reflect knowledge of the common law and civil law systems.''

Strike out lines 1 to 6, at page 7, and substitute the following therefor:
``19. The Council shall advise the Commission on the Commission's strategic directions and long-term program of studies and on the review of the Commission's performance and may advise the Commission on any other matters relating to the purpose of the Commission.''
