In accordance with Standing Order 108(2), and their Orders of Reference of June 5, 1996 of the Standing Committee on Finance and of May 9, 1996, of the Standing Committee on Foreign Affairs and International Trade, the Sub-Committees resumed their examination of the Special Import Measures Act (SIMA) (See Minutes of Proceedings, Issue No. 2, Meeting No. 18 of Wednesday, June 5, 1996; and Issue No. 3, Meeting No. 22, of Thursday, May 9, 1996).

On motion of Benoît Sauvageau, it was agreed,--That, a total amount of $15,000.00 be allocated to sub-committees for the purpose of holdings meetings for the process of reviewing the Special Import Measures Act (SIMA) and--That, the Standing Committee on Foreign Affairs and International Trade and the Standing Committee on Finance, each request on behalf of their respective Sub-committee, from the Budget Sub-Committee of the Liaison Committee, the allocation of funds of an amount of $7,500.00, equivalent to 50% of a total budget of $15,000.00, for the purpose of holding meetings and meet with concerned parties for the process of reviewing the Special Import Measures Act (SIMA).

On motion of Bill Graham, it was agreed,--That, the services of a Researcher, Dr. Gilbert R. Winham, Professor at the Dalhousie University, Department of Political Science, in Halifax, Nova Scotia, be retained for the purpose of reviewing the Special Import Measures Acts (SIMA), from September 16, 1996 to December 13, 1996 for an hour rate of $120 for an amount not to exceed $24,000, and travel expenses not to exceed $11,940, for a total of $35,940.00.

On motion of Brett St-Denis, it was agreed,--That, the amount of $35,940.00 for a Researcher, Dr. Gilbert Winham, Professor at the Dalhousie University, Department of Political Science, in Halifax, Nova Scotia, whose services were retained for the purpose of reviewing the Special Import Measures Act (SIMA), from September 16, 1996 to December 13, 1996, be equally covered by the Standing Committee on Foreign Affairs and International Trade and the Standing Committee on Finance on a 50% basis, equal to $17,970.00 each.

On motion of Brett St-Denis, the proposed Budget of $51,940.00 which includes $35,940.00 for a Consultant, $15,000.00 for Witnesses expenses and $1,000.00 for miscellaneous items, which should be shared equally on a 50% basis between the Standing Committee on Foreign Affairs and International Trade, and the Standing Committee on Finance, was agreed to.

On motion of Benoît Sauvageau, It was agreed,--That, in regard to the Review of the Special Import Measures Act, and pursuant to their respective Order of Reference,--That, either the Sub-Committee of the Standing Committee on Finance on the Review of the Special Import Measures Act, or the Sub-Committee of the Standing Committee on Foreign Affairs and International Trade be allowed to hear witnesses and collect evidence on the Review of the Special Import Measures Act, in case of an unavoidable absence of one of the two sub-committees or one of the Co-Chairs;--That, the quorum be set at three Members, in the above-mentioned situations, provided that the opposition is represented.

By unanimous consent, It was agreed,--That each Sub-Committee print through their respective Standing Committee, a minimum of 550 copies of this report, as allowed by the Board of Internal Economy rules, for a total of 1,100 copies for both Sub-Committees.

Mr. MacDonald moved,--That Members of the Opposition be authorized to append to the report their dissending opinions or supplementary opinions, or recommendations, such opinions or recommendations shall not be longer than two pages (with the same font and lines spacing as in the main report).

After debate, Mr. Campbell moved an amendment thereto,--That the motion be amended by deleting the words "not be longer than two pages" and substituting the following: "be up to five pages".
