[Translation]

The Sub-Committee on HIV/AIDS of the Standing Committee on Health met in camera at 3:30 o'clock p.m. this day, in Room 208, West Block, the Chair, John O'Reilly, presiding.

Members of the Sub-Committee present: Sharon Hayes, Réal Ménard, Pat O'Brien, John O'Reilly, Paul Szabo, Rose-Marie Ur and Joseph Volpe.

In attendance: From the Research Branch of the Library of Parliament: Bill Murray, Research Officer.

The Sub-Committee commenced its consideration of a draft report on Compassionate Access to Experimental Drugs. (See Minutes of Proceedings dated Wednesday, May 1, 1996, Issue No. 1.)

On motion of Sharon Hayes, it was agreed, - That the Sub-Committee authorize the printing of a dissenting opinion from the Reform Party as an appendix to the report.

On motion of Réal Ménard, it was agreed, - That the draft report, as amended, be concurred in as the first report of the Sub-Committee and that the Chair of the Sub-Committee be authorized to present it to the Standing Committee.

On motion of Pat O'Brien, it was agreed, - That the English title of the report be the following: Compassionate Access to Investigational Therapies.

On motion of Par O'Brien, it was agreed,-That the French title of the report be the following: Accès aux médicaments de recherche pour des raisons humanitaires.

On motion of Pat O'Brien, it was agreed, - That the Chair be authorized to make the necessary corrections to the text and format of the report, without modifying its substance.

At 4:34 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Health met in camera at 9:05 o'clock a.m. this day, in Room 701 La Promenade, the Chair, Roger Simmons, presiding.

Members of the Committee present: Herb Dhaliwal, Bonnie Hickey, Grant Hill, Keith Martin, John Murphy, Pauline Picard, Roger Simmons, Paul Szabo and Joseph Volpe.

In attendance: From the Research Branch of the Library of Parliament: Claude Blanchette and Nancy Miller Chenier, Research Officers.

The Committee discussed its future business.

It was agreed, - That Grant Hill, of the Reform Party, take the place of Sharon Hayes as member of the Sub-Committee on HIV/AIDS.

Keith Martin moved, - That this Committee, without further delay, fulfil its commitments and proceed with the consideration of the topics outlined in February 1994 by the Health Committee.

After debate, the question being put on the motion, it was negatived: NAYS: 5; YEAS: 2.

Herb Dhaliwal moved, - That the Committee visit Québec City and the Maritimes for its consideration of the Canadian Drug Policy.

After debate, the question being put on the motion, it was agreed to: YEAS: 5; NAYS: 2.

It was agreed, - That the first report of the Sub-Committee on HIV/AIDS on compassionate access to experimental drugs be adopted as the Second Report of the Committee and that the Chair or Vice-Chair be responsible to present it to the House when it is printed.

It was agreed, - That, pursuant to Standing Order 109, the Committee request the government to table a comprehensive response to the report within 150 days.

In accordance with Standing Order 108(2), the Committee resumed its consideration of Preventive Strategies for Healthy Children.

At 10:50 o'clock a.m., Herb Dhaliwal took the Chair.

At 11:12 o'clock a.m., the Committee adjourned to the call of the Chair.
