WEDNESDAY, APRIL 16, 1997

The Standing Committee on Natural Resources met at 3:35 o'clock p.m. this day, in Room 237-C, Centre Block, the Chairman, Andy Mitchell, presiding.

Members of the Committee present: Réginald Bélair, René Canuel, Marlene Cowling, Julian Reed and Bob Ringma.

Acting Members present: Derek Wells for Bob Wood; Raymond Bonin for Benoît Serré.

In attendance: From the Research Branch of the Library of Parliament: Peter Berg and Jean-Luc Bourdages, Research Officers.

Appearing: The Honourable Anne McLellan, Minister of Natural Resources.

The Order of Reference dated Thursday, February 20, 1997, relating to the Main Estimates for the fiscal year ending March 31, 1998, being read as follows:

Ordered,--That Votes 1, 5, 10, L15, 20, 25, 30 and 35 under NATURAL RESOURCES be referred to the Standing Committee on Natural Resources.

The Chair called Vote 1.

The Minister made a statement and answered questions.

Votes 1, 5, 10, L15, 25, 30 and 35 were allowed to stand.

Bob Ringma moved,--That Vote 20 for the Atomic Energy Control Board under NATURAL RESOURCES in the amount of $38,136,000 be reduced by $1,319,000 to $36,817,000.

After debate, it was agreed,--That the motion be deferred to the Committee's next meeting.

At 5:00 o'clock p.m., the Committee adjourned to the call of the Chair.


THURSDAY, APRIL 17, 1997

The Standing Committee on Natural Resources met at 11:06 o'clock a.m. this day, in Room 371, West Block, the Chairman, Andy Mitchell, presiding.

Members of the Committee present: Réginald Bélair, René Canuel, Marlene Cowling, Julian Reed, Bob Ringma and Benoît Serré.

In attendance: From the Research Branch of the Library of Parliament: Peter Berg and Jean-Luc Bourdages, Research Officers.

Witnesses: From Natural Resources Canada: Bob Morrison, Special Advisor, Uranium and Nuclear Energy Division, Energy Resources Branch. From Atomic Energy Control Board: J.G. McManus, Special Advisor to the Director General of the Secretariat.

The Order of Reference dated Friday, February 14, 1997, being read as follows:

Ordered,--That Bill C-249, An Ant to amend the Nuclear Liability Act, be now read a second time and referred to the Standing Committee on Natural Resources.

The witnesses made opening statements and answered questions.

The Committee resumed consideration of its Order of Reference dated Thursday, February 20, 1997, relating to the Main Estimates for the fiscal year ending March 31, 1998 (See Minutes of Proceedings, Wednesday, April 16, 1997).

The Committee resumed debate on Bob Ringma's motion,--That Vote 20 for the Atomic Energy Control Board under Natural Resources in the amount of $38,136,000 be reduced by $1,319,000 to $36,817,000.

After debate, the question being put on the motion, it was, by a show of hands, negatived: Yeas: 1; Nays: 4.

At 12:10 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Natural Resources met at 11:05 o'clock a.m. this day, in Room 705, La Promenade, the Chairman, Andy Mitchell, presiding.

Acting Member present: Harold Culbert for Marlene Cowling.

The Committee resumed consideration of Bill C-249, An Act to amend the Nuclear Liability Act (See Minutes of Proceedings, dated Thursday, April 17, 1997, Issue No. 7).

The witnesses made opening statements and answered questions.
