The Standing Committee on Foreign Affairs and International Trade met in camera at 4:40 o'clock p.m. this day, in Room 306, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Stéphane Bergeron,Hon. Michel Dupuy, John English, Jesse Flis, Bill Graham, David Iftody, Francis G. LeBlanc, Bob Mills, Philippe Paré, Charlie Penson and Benoît Sauvageau.

Associate Member present: Maud Debien.

In attendance: From the Parliamentary Centre: Peter Dobell and Randolph Gherson.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its examination of small and medium-sized businesses (SMEs) in the globalized economy: the Canadian experience (See Minutes of Proceedings dated Thursday, March 14, 1996, Issue No. 1, Meeting No. 2).

The Committee resumed consideration of its draft report.

It was agreed, -That the draft report, as amended, be adopted as the First Report of the Committee and that the Chair be authorized to present the Report to the House.

It was agreed, -That the Committee authorize the printing of a dissenting opinion from the Reform Party as an appendix to this Report, that such opinion be no longer than ten pages, and that it be submitted to the Clerk no later than Wednesday, June 12, 1996.

At 5:35 o'clock p.m., the Committee adjourned to the call of the Chair.
