Acting Members present: Paul DeVillers for Clifford Lincoln; David Chatters for Paul Forseth.

Pursuant to its Order of Reference dated October 2, 1995, the Committee resumed consideration of Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.

Alain Perez and Brian Fischer each made an opening statement. Alain Perez, Giorgio Grappolini, Alain Ferland and Brian Fischer answered questions.

Pursuant to its Order of Reference dated October 2, 1995, the Committee resumed consideration of Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.

Mark Nantais, Richard Colcomb and Tayce Wakefield made opening statements and, with the other witnesses from Motor Vehicule Manufacturers' Association, answered questions.

It was agreed,--That the photos depicting the effect of MMT-laden fuel and non-MMT-laden fuel on spark plugs and catalytic converters be filed with the Clerk as Exhibit #1.

It was agreed,--That the Analysis of 1988 and 1992-93 Ethyl Corporation Test Fleet HE and NO Emission be filed with the Clerk as Exhibit #2.

By unanimous consent, the Committee proceeded to consider its future business.

By unanimous consent, it was agreed,--That, notwithstanding previous decisions adopted by the Committee on Tuesday, October 17, 1995, the Committee call a meeting on Bill C-83 in order to reconsider certain clauses of the said Bill in view of technical information since provided to the Committee.

At 10:50 o'clock a.m., the sitting was suspended.

At 11:00 o'clock a.m., the sitting resumed.

Paul Forseth moved,--That clause by clause consideration of Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances be postponed until December 5, 1995.

After debate arising thereon, the question being put on the motion, it was negatived on division.

Paul Forseth moved, That all resolutions adopted at the meeting of October 17, 1995, on Clauses 2, 4 and 5 of Bill C-83 be rescinded.

Paul Steckle moved,--That clause 2 of Bill C-83 be amended by striking out lines 16 to 19, on page 1, and substituting the following therefor:

Clifford Lincoln moved,--That Clause 5, of Bill C-83, be amended by (a) adding, immediately after the heading SUSTAINABLE DEVELOPMENT on page 3, the following:

(b) by striking out line 8, at page 4, and substitute the following therefor:

(c) by striking out lines 14 to 17, at page 4, and substitute the following therefor:

(d) by striking out lines 40 and 41, at page 4, and substitute the following therefor:

After debate, the question being put on the amendment, it was agreed to on division.

Clifford Lincoln moved,--That Clause 5 of Bill C-83 be amended by adding, immediately after line 16, on page 5, the following:
