The Sub-Committee on Bill C-84 of the Standing Committee on Government Operations met in camera at 3:34 o'clock p.m. this day, in Room 371, West Block, the Chairman, Ian Murray, presiding.

Members of the Sub-Committee present: Ghislain Lebel, Derek Lee and Ian Murray.

Acting Member present: Bill Gilmour for Ted White.

In attendance: From the Research Branch of the Library of Parliament: François R. Bernier, Senior Analyst and André Reny, Committee Clerk, Senate of Canada.

Pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Allan Rock (Minister of Justice), seconded by Ms. Blondin-Andrew (Secretary of the State (Training and Youth)),--That Bill C-84, An Act to provide for the review, registration, publication and parliamentary scrutiny of regulations and other documents and to make consequential and related amendments to other Act, be referred forthwith to the Standing Committee on Government Operations.

It was agreed,--That Derek Lee be elected Vice-Chair of the Sub-Committee.

It was agreed,--That Ghislain Lebel be elected Vice-Chair of the Sub-Committee.

It was agreed,--That the Chair be authorized to hold meetings for the purpose of receiving evidence, when a quorum is not present, provided that two members, one of whom is from the opposition, are present.

It was agreed,--That the Committee meet twice a week, where possible on Tuesdays and Thursdays.

At 3:56 o'clock p.m., the Sub-Committee adjourned to the call of the Chair.

The Sub-Committee on Bill C-84 of the Standing Committee on Government Operations met at 9:07 o'clock a.m. this day, in Room 701, La Promenade, the Chairman, Ian Murray, presiding.

Members of the Sub-Committee present: Ghislain Lebel, Derek Lee, Ian Murray and Tom Wappel.

In attendance: From the Research Branch of the Library of Parliament: François Bernier, Research Officer.

Witnesses: Officials from the Department of Justice: Mary Dawson, Q.C. Associate Deputy Minister Public Law; Oonagh Fitzgerald, Senior Counsel, Regulatory Affairs; Donald MacPherson, Counsel, Administrative Law Section and Ryan Rempel, Administrative Law Section

The Sub-Committee resumed consideration of Bill C-84, An Act to provide for the review, registration, publication and parliamentary scrutiny of regulations and other documents and to make consequential and related amendments to other Acts (See Minutes of Proceedings dated Thursday, November 30, 1995, Issue No. 1).

Mary Dawson made an opening statement and, with the other witnesses, answered questions.

At 10:32 o'clock a.m., the Sub-Committee adjourned to the call of the Chair.
