The Standing Committee on Foreign Affairs and International Trade met informally at 11:10 a.m. o'clock a.m. this day, in Room 308, West Block, the Chair, Bill Graham, presiding.
Members of the Committee present: Bill Graham, Walt Lastewka and Bob Mills.

In accordance with its mandate under Standing Order (108)(2) the Committee proceeded to convene an informal meeting with Louise Moreau, Member of the National Assembly of France for Alpes-Maritimes.

The Standing Committee on Foreign Affairs and International Trade met at 10:05 o'clock a.m. this day, in Room 269, West Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).
Members of the Committee present: Reg Alcock, Colleen Beaumier, Stéphane Bergeron, John English, Jesse Flis, Bill Graham, Walt Lastewka, Nic Leblanc, Lee Morrison, Bob Mills, Philippe Paré, Charlie Penson, Bob Speller and Joseph Volpe.

The Clerk of the Committee presided over the election of a Chair.
On motion of Stéphane Bergeron, seconded by Joseph Volpe, it was agreed,--That Bill Graham be elected Chair of the Committee.
Accordingly, Bill Graham was declared duly elected Chair of the Committee and took the Chair.
On motion of Philippe Paré, it was agreed,--That Stéphane Bergeron be elected Vice-Chair of the Committee.
Accordingly, Stéphane Bergeron was declared duly elected Vice-Chair of the Committee.
On motion of Philippe Paré, it was agreed,--That Joseph Volpe be elected Vice-Chair of the Committee.
Accordingly, Joseph Volpe was declared duly elected Vice-Chair of the Committee.

In accordance with its mandate under Standing Order 108(2), the Committee commenced its examination of small and medium-sized entreprises (SMEs) in the globalized economy: The Canadian experience.
The research staff, Phil Rourke from the Parliamentary Centre and Warren Coutts proceeded to provide a briefing on the Issues Paper which was prepared as background to the study.
At 9:47 o'clock a.m., the Chair, Bill Graham took the Chair.
The Chair presented the Seventh Report of the Sub-Committee on Agenda and Procedure which is as follows:
Your Sub-committee met on Tuesday, September 19, 1995 to consider the future business of the Committee and agreed to make the following recommendations:
That the Committee, with the assistance of the Canadian Council for International Co-operation, convene a forum on public understanding of foreign affairs issues on Tuesday, November 21, 1995.
That the Committee convene a luncheon meeting with Sir Nicholas Bonsor, Minister of State, Foreign Office of the United Kingdom, on Monday, September 25, 1995.
That the Committee meet with Hon. Shivraj Patil, Speaker of the Lok Sabha of India, on Tuesday, September 26, 1995.
That the Committee meet with a delegation from Africa on Tuesday, September 26, 1995.
That the Committee host a breakfast meeting for Chief Emeka Anyalku, the Secretary General of the Commonwealth, on Friday, September 29, 1995.
That the proposed timetable of Committee hearings be adopted.
That the Committee review the Departmental Outlooks on Priorities and Expenditures 1995-96 to 1997-98 for the Department of Foreign Affairs and International Trade and for the Canadian International Development Agency.
It was agreed,--That the Seventh Report of the Sub-Committee on Agenda and Procedure be concurred in.
It was agreed,--That each of the Sub-Committees on Human Rights, International Trade and International Financial Institutions, be granted the power, except as the House otherwise orders, to send for persons, papers and records, to sit while the House is sitting, to sit during periods when the House stands adjourned, to print from day to day such papers and evidence as may be required and to report its conclusions and recommendations to the Committee.
At 10:00 o'clock a.m., the sitting was suspended.

In accordance with its mandate under Standing Order 108(2), the Committee proceeded to convene an informal meeting with a delegation from India.
