    The Clerk of the Committee: Members of the committee, I see we have a quorum. We can proceed to the election of the chair.

[Translation]

    Are there any nominations?

    Mr. Hubbard moves that Mr. Paul Steckle be the chair of the committee.

    (Motion agreed to)

    The Clerk: With the new rules, I preside over the election of the chair and vice-chairs. We can move to the government vice-chair.

    Mr. Bob Speller (Haldimand—Norfolk—Brant, Lib.): I'd like to nominate Rose-Marie Ur as government vice-chair.

    The Clerk: Are there any more nominations?

    (Motion agreed to)

    The Clerk: Now we'll move to the election of the opposition vice-chair.

    Mr. Rick Casson (Lethbridge, Canadian Alliance): I would like to nominate Gerry Ritz.

    Mr. Gerald Keddy (South Shore, PC): I'd like to nominate Rick Borotsik, but Rick is on committee travel, so I'm assuming, as a committee member, I can nominate him.

    The Clerk: Yes, and he can be elected even if he is absent.

    Since we have more than one candidate, pursuant to Standing Order 106, I'm authorized to preside over the election of the vice-chair by secret ballot. Before proceeding, I will very briefly explain how the process will be conducted. Nominations for the vice-chair now being closed, my colleague, who is a procedural clerk of the House of Commons, and I will stand at either side of the table, where we will issue ballots to members. After members have written their choice on the ballot and deposited it in the box at the table, I will count the votes and announce the successful candidate. If no member receives a majority of the ballots cast, I will conduct another ballot.

    Once the elections of chair and vice-chairs are completed, I will invite the newly elected chair to preside over the meeting.
