The Standing Committee on Government Operations met at 11:11 o'clock a.m. this day, in Room 705, La Promenade, the Chairman, Tony Valeri, presiding.

Members of the Committee present: Colleen Beaumier, Eugène Bellemare, John Bryden, Gilbert Fillion, John Harvard, Ovid Jackson and Tony Valeri.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

Witnesses: From the Office of the Auditor General of Canada: Maria Barrados, Assistant Auditor General, Health, Industry, Statistics and Natural Resources Canada; David Roth, Assistant Auditor General, Technology, Audit and Management Systems. From the Treasury Board Secretariat: Alan Winberg, Assistant Secretary, Government Review and Quality Services; Bernie Gorman, Acting Chief Information Officer, Chief Information Officer Branch.

In accordance with its mandate under Standing Order 108(2), the Committee continued its examination of Public Service renewal initiatives (See Minutes of Proceedings and Evidence dated Tuesday, October 8, 1996, Issue No. 2).

Maria Barrados and David Roth made opening statements. Maria Barrados, Alan Winberg and Bernie Gorman answered questions.

At 12:46 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Government Operations met at 3:35 o'clock p.m. this day, in Room 307, West Block, the Chairman, Tony Valeri, presiding.

Members of the Committee present: Eugène Bellemare, Gilbert Fillion, Bill Gilmour, John Harvard, Ovid Jackson and Tony Valeri.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

Witnesses: From the Treasury Board Secretariat: David W. Miller, Assistant Secretary, Expenditure Management Sector; Bernie Gorman, Acting Chief Information Officer, Chief Information Officer Branch; Alan Winberg, Assistant Secretary, Government Review and Quality Services; Alain Jolicoeur, Assistant Secretary, Labour Relations and Human Resources Management Division.

In accordance with its mandate under Standing Order 108(2), the Committee received a briefing on Phase II of the Improved Reporting to Parliament Project and consideration of the Performance Report for the period ending March 31, 1996 of the Treasury Board Secretariat.

David W. Miller made a statement and with Alain Jolicoeur answered questions.

Witnesses: From the Canadian Federation of Independent Business: Brien Grey, Senior Vice-President, Policy and Legislative Affairs. From the Canadian Construction Association: Michael Atkinson, President; Pierre Boucher, Senior Director. From the Treasury Board Secretariat: R.K. Campbell, Director, Contract, Project and Risk Management Division. From Public Works and Government Services: Alan Williams, Assistant Deputy Minister, Supply Operations Services Branch; Barry Lipsett, Director General, Supply Program Management Sector.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its study of the government contracting process, procedures and systems, including the open-bidding system (See Minutes of Proceedings and Evidence dated Tuesday, March 26, 1996, Issue No. 1).

Brien Grey, Michael Atkinson, R.K. Campbell and Alan Williams made statements and, with Pierre Boucher and Barry Lipsett, answered questions.

At 1:15 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Government Operations met at 11:03 o'clock a.m. this day, in Room 307, West Block, the Chairman, Tony Valeri, presiding.

In accordance with its mandate under Standing Order 108(2), the Committee continued its examination of Public Service renewal initiatives (See Minutes of Proceedings and Evidence dated Tuesday, October 8, 1996, Issue No. 2).

Steve Hindle made a statement and, with Michèle Demers, answered questions.

The Committee discussed its future business.

It was agreed,--That the Committee would meet to discuss items of future business on Thursday, December 5, 1996.

At 12:20 o'clock p.m., the Committee proceeded to sit in camera.

At 12:44 o'clock p.m., the Committee adjourned to the call of the Chair.

By unanimous consent, the Committee commenced its consideration of the Fourth Annual Report of the Clerk of the Privy Council to the Prime Minister on the Public Service of Canada, tabled in the House pursuant to the Public Service Employment Act, Chapter 33, Subsection 47(2), R.S.C., 1985 - Sessional Paper No. 8560-352-376 (deemed referred on Monday, February 3, 1997, pursuant to Standing Order 32 (5)).

Jocelyne Bourgon made a statement and answered questions.
