The Standing Committee on Government Operations met at 3:40 o'clock p.m. this day, in Room 307, West Block, the Chair, Albina Guarnieri, presiding.

Members of the Committee present: John Bryden, Paul Crête, Albina Guarnieri, Dick Harris, John Harvard, Ovid Jackson and Dan McTeague.

Acting Member present: Raymond Lavigne for Gurbax Malhi.

Other Member present: Ken Epp.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

Witness: From CSL Infrastructure Management: François Dépelteau, President.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its study of the government contracting process, procedures and systems (Canada Post Corporation) (See Minutes of Proceedings dated March 26, 1996).

François Dépelteau made an opening statement and answered questions.

At 5:07 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Government Operations met at 3:42 o'clock p.m. this day, in Room 209, West Block, the Chair, Albina Guarnieri, presiding.

Members of the Committee present: John Bryden, Paul Crête, Bill Gilmour, Albina Guarnieri, John Harvard, Ovid Jackson and Gurbax Malhi.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

Witnesses: From the Canadian Federation of Independent Business: Brien Gray, Senior Vice-President, Policy and Legislative Affairs; Pat Thompson, Associate Director, Research.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its study of the government contracting process, procedures and systems, including the open-bidding system (See Minutes of Proceedings dated March 26, 1996).

Brien Gray and Pat Thompson each made an opening statement and answered questions.

The Standing Committee on Government Operations met at 11:11 o'clock a.m. this day, in Room 209, West Block, the Chair, Albina Guarnieri, presiding.

Members of the Committee present: John Bryden, Paul Crête, Bill Gilmour, Albina Guarnieri, John Harvard, Ovid Jackson, Gurbax Malhi and Dan McTeague.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

Witness: From Revenue Canada: Denis Lefebvre, Assistant Deputy Minister, Policy and Legislation Branch.

In accordance with the Order of Reference adopted by the House of Commons on Monday, April 15, 1996, the Committee resumed consideration of Bill C-262, An Act to require charitable and non-profit organizations that receive public funds to declare the remuneration of their directors and senior officials (See Minutes of Proceedings dated Wednesday, May 8, 1996, Issue No. 1).

Denis Lefebvre made an opening statement and answered questions.

At 12:11 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Government Operations met at 3:38 o'clock p.m. this day, in Room 209, West Block, the Chair, Albina Guarnieri, presiding.

Witnesses: From the Canadian Association of Postmasters and Assistants (Quebec Section): Bernard Choquette, Director; Jacinthe Turcotte, Vice-President. From the Canadian Union of Postal Workers: Dale Clark, First National Vice-President; Geoff Bickerton, Director of Research.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its study of the government contracting process, procedures and systems (Canada Post Corporation) (See Minutes of Proceedings dated Tuesday, March 26, 1996).

Bernard Choquette and Jacinthe Turcotte from the Canadian Association of Postmasters and Assistants each made an opening statement and answered questions.

Dale Clark from the Canadian Union of Postal Workers made an opening statement and with the other witness, answered questions.

The Standing Committee on Government Operations met at 3:44 o'clock p.m. this day, in Room 371, West Block, the Chair, Albina Guarnieri, presiding.

Members of the Committee present: John Bryden, Bill Gilmour, Albina Guarnieri, John Harvard, Ovid Jackson, Gurbax Malhi and Dan McTeague.

Acting Members present: Jim Abbott for Dick Harris and Christiane Gagnon for Gilbert Fillion.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

Witnesses: From the Public Service Commission: Ruth Hubbard, President; Ginette Stewart, Commissioner; Amelita Armit, Executive Director, Corporate Management Branch and Secretary General.

The Committee considered the Main Estimates 1996-97 under CANADIAN HERITAGE Vote 130 and pursuant to Standing Order 81(7), considered the Outlook Document for the said department.

Ruth Hubbard made an opening statement and with the other witnesses answered questions.

At 4:40 o'clock p.m., the sitting was suspended.

At 4:51 o'clock p.m., the Committee sat in camera to consider its future business.

It was agreed,--That a draft report on government contracting be prepared by the Research Staff.

At 5:02 o'clock p.m., the Committee adjourned to the call of the Chair.

TUESDAY, SEPTEMBER 24, 1996
(Meeting No. 16)

The Standing Committee on Government Operations met at 11:01 o'clock a.m. this day, in Room 308, West Block, for the purpose of electing a Chair pursuant to Standing Orders 106(1) and 106(2).

Members of the Committee present: Colleen Beaumier, Eugène Bellemare, Paul Crête, Gilbert Fillion, Bill Gilmour, Ovid Jackson and Tony Valeri.

Acting Members present: Don Boudria for John Bryden; Robert Bertrand for John Harvard and Ian McClelland for Stephen Harper.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

The Clerk of the Committee presided over the election of the Chair.

On motion of Don Boudria, it was agreed,--That Tony Valeri do take the Chair of the Committee as Chairman.

The Chairman took the Chair.

Ovid Jackson moved,--That Eugène Bellemare be elected Vice-Chair of the Committee.

After debate, the question being put on the motion, it was agreed to on the following division:

Acting Members present: Bonnie Brown for Colleen Beaumier; Maurice Dumas for Gilbert Fillion; Benoît Tremblay for Gilbert Fillion.

In accordance with its mandate under Standing Order 108(2), the Committee commenced the examination of Public Service renewal initiatives with a briefing on Treasury Board reorganization and priorities.

The Standing Committee on Government Operations met at 11:10 o'clock a.m. this day, in Room 269, West Block, the Chairman, Tony Valeri, presiding.

Members of the Committee present: Colleen Beaumier, Eugène Bellemare, John Bryden, Gilbert Fillion, Stephen Harper, John Harvard, Ovid Jackson, Ian Murray and Tony Valeri.

Acting Member present: Réjean Lefebvre for Paul Crête.

Other Member present: Nelson Riis.

Witness: From the Canada Post Mandate Review: George Radwanski, Chair.

In accordance with its mandate under Standing Order 108(2), the Committee considered the report of the Canada Post Mandate Review.

The witness made a statement and answered questions.

John Bryden moved,--That this Committee summon officials of Canada Post to appear before it to disclose in camera the cost, revenue and profit of financial details pertaining to premium ad mail and the operation of courier services.

After debate, the question being put on the motion, it was agreed to.

It was agreed,--That officials from the Auditor General's Office be present at the in camera meeting with officials of Canada Post.
