The Standing Committee on National Defence and Veterans Affairs met at 3:36 o'clock p.m. this day, in Room 269, West Block, the Chair, Mary Clancy, M.P., presiding.

Members of the Committee present: Robert Bertrand, Mary Clancy, Jack Frazer, Jim Hart, John O'Reilly, John Richardson and Bob Wood.

Acting Member present: Jean-Marc Jacob for Pierre Brien.

In attendance: From the Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

Witnesses: From the Department of National Defence: Col. Pierre Lemay, Director General, Compensation and Benefits; Michael Nelson, Chief Executive Officer, Canadian Forces Housing Agency; Renée Jolicoeur, Director, Pay Services; J.F.J. Jamieson, Director, Military Family Support; BGen. I. Popowych, Director General, Personnel Services; Linda Gunning, Executive Director, National Capital Region, Military Family Resource Centre; Major W.J. Callaghan, Travel and Relocation Policy.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its Review of the Social and Economic Challenges Facing Members of the Canadian Forces (See Minutes of Proceedings dated February 12, 1997, Issue No. 2).

Col. Pierre Lemay made a statement and with Major W.J. Callaghan answered questions.

At 4:51 o'clock p.m. the sitting was suspended.

At 4:56 o'clock p.m. the sitting resumed.

Michael Nelson, Renée Jolicoeur and Col. Pierre Lemay made statements and answered questions.

At 5:30 o'clock p.m. the sitting was suspended.

At 5:31 o'clock p.m. the sitting resumed.

J.F.J. Jamieson, B.Gen. I. Popowych and Linda Gunning answered questions.

The Standing Committee on National Defence and Veterans Affairs met at 9:03 o'clock a.m. this day, in Room 705, La Promenade, the Chair, Mary Clancy, M.P., presiding.

Members of the Committee present: Robert Bertrand, Mary Clancy, Jack Frazer, Jim Hart, Jean Marc Jacob, Jean H. Leroux, John O'Reilly, John Richardson and Bob Wood.

Other Member present: Madeleine Dalphond-Guiral.

In attendance: From the Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

Witness: From the Department of National Defence: Lieutenant-General David Kinsman, Assistant Deputy Minister (Personnel).

In accordance with its mandate under Standing Order 108(2), the Committee resumed its Review of the Social and Economic Challenges Facing Members of the Canadian Forces (See Minutes of Proceedings dated Wednesday, February 12, 1997, Issue No. 2).

The Chair informed the members of a vacancy in the position of Vice-Chair of the Committee.

On motion of Jean-Marc Jacob, it was agreed,--That Jean H. Leroux be elected Vice-Chair of the Committee.

Lieutenant-General David Kinsman made a statement and answered questions.

At 10:20 o'clock a.m., the Committee adjourned to the call of the Chair.

The Standing Committee on National Defence and Veterans Affairs met at 4:22 o'clock p.m. this day, in Room 306, West Block, the Chair, Mary Clancy, presiding.

Members of the Committee present: Mary Clancy, Jean-Marc Jacob, Jean H. Leroux, John Richardson and Bob Wood.

Other Members present: Francis LeBlanc for Robert Bertrand, Jesse Flis for Bernie Collins and Margaret Bridgman for Jim Hart.

In attendance: From the Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

The Committee proceeded to the consideration of its future business.

The Chair presented the 3rd Report of the Sub-Committee on Agenda and Procedure which reads as follows:

The Sub-Committee on Agenda and Procedure of the Standing Committee on National Defence and Veterans Affairs has the honour to present its Third Report to the Standing Committee.

Your Sub-Committee met on Monday, April 7, 1997 at 3:36 o'clock p.m. in Room 306 West Block to consider the future business of the Committee and agreed to make the following recommendation:

- That the Committee request the authorization of the House of Commons to travel in April and May 1997, to various Canadian Forces bases across Canada to hold hearings in relation to its study of the social and economic challenges facing members of the Canadian Forces.

John Richardson moved,--That the Third Report of the Sub-Committee on Agenda and Procedure be concurred in.

After debate, the question being put on the motion, it was by a show of hands agreed to on the following division: YEAS: 4; NAYS: 3.

Bob Wood moved,--That those who would like to travel on their accumulated travel points to various bases in Canada to hear the concerns of the enlisted military personnel and their dependants on the social and economic challenges facing members of the Canadian Forces be allowed to do so.

After debate, the question being put on the motion, it was by a show of hands agreed to on the following division: YEAS: 4; NAYS: 2.

At 4:42 o'clock p.m., the Committee adjourned to the call of the Chair.
