Members of the Committee present: Murray Calder, Jean-Guy Chrétien, Wayne Easter, Elwin Hermanson, Glen McKinnon, Julian Reed, Rose-Marie Ur and Lyle Vanclief.

Acting Member present: Roy Cullen for Bernie Collins.

The Committee considered its future business.

The Standing Committee on Agriculture and Agri-Food met at 9:10 o'clock a.m. this day, in Room 371, West Block, the Chairman, Lyle Vanclief, presiding.

Members of the Committee present: Cliff Breitkreuz, Murray Calder, Jean-Guy Chrétien, Bernie Collins, Harold Culbert, Wayne Easter, Jake Hoeppner, Jerry Pickard, Julian Reed, Rose-Marie Ur and Lyle Vanclief.

Acting Member present: Leon Benoit for Elwin Hermanson.

In attendance: From the Research Branch of the Library of Parliament: Sonya Dakers, Research Coordinator and Jean-Denis Fréchette, Research Officer.

Witnesses: From Agriculture and Agri-Food Canada: Jerry Pickard, Parliamentary Secretary; Howard Migie, Director General, Adaptation and Grain Policy Directorate, Policy Branch; Victor Jarjour, Director, Grains and Oilseeds Division, International Markets Bureau, Market and Industry Services Branch.

In accordance with its Order of reference of February 19, 1997, consideration of Bill C-72, An Act to amend the Canadian Wheat Board Act.

Jerry Pickard and Howard Migie made statements and, with the other witness, answered questions.

The Committee proceeded to consider the Tenth Report of the Sub-Committee on Agenda and Procedure.

The Sub-Committee on Agenda and Procedure of the Standing Committee on Agriculture and Agri-Food met on Tuesday, March 3, 1997 and agreed to make the following recommendations:

On Bill C-72

That the draft press release be adopted, as amended.

That Western based organizations that the Committee has agreed to hear be heard in Western Canada unless they are willing to assume the costs of coming to Ottawa to make a presentation.

That the Committee invite the:


- Saskatchewan Federation of Production Cooperatives
- Pro-Canadian Wheat Board Campaign (Alberta)
- Catholic Rural Life Ministry
- Cargill
- «Union des producteurs agricoles»

to make a presentation before the Committee.

That, as a general rule, a single organization not be allowed to make more than two presentations to the Committee.

That individual farmers and organizations appearing before the Committee in Western Canada, be responsible to pay their own expenses to attend the Committee meetings.

That, time permitting, approximately 15 minutes be set aside for Members to question individual presenters in Western Canada.

That the Departments of Agriculture and Agri-Food Canada and Health Canada be invited to appear before the Committee, after the Easter break, to provide the Committee with an update on the rbST issue.

It was agreed,--That the Tenth Report of the Sub-Committee on Agenda and Procedure be adopted.

At 11:20 o'clock a.m., the Committee adjourned to the call of the Chair.
