The Committee resumed consideration of its Order of Reference from the House of Commons dated May 30, 1995, in relation to the review of the Regulations proposed under subsections 7(3) and (4) of the Referendum Act (Chapter 30, Statutes of Canada 1992). The Committee proceeded to the consideration of various Standing Orders and practices. The Committee resumed consideration of proposed amendments to Standing Order 52 in relation to emergency debates
